Legal and institutional mechanisms of educational migration management as a factor in ensuring national security
of the Russian Federation
The article reflects the modern features of state regulation of the process of educational migration in the Russian Federation in the context of an unstable international political and socio-economic situation. It is especially noted that educational migration is the most desirable and welcomed migration flow in all countries of the world. A deep analysis of the regulatory framework and institutional foundations for managing the educational migration flow was conducted in order to assess the conditions that exist for fulfilling the tasks set for further expanding the attraction of foreigners to study in the Russian Federation. It should be noted that the regulatory framework governing the education of foreign citizens in Russian educational organisations has undergone constant updates in recent years. The study was conducted using traditional methods based on a systems approach. The scientific novelty of the analysis consists in the systematization of modern legal documents, as well as in the assessment of the activities of state institutions to mitigate threats to national security associated with the attraction of educational migrants to study in the Russian Federation in new geopolitical realities. The results of the conducted research allowed us to conclude that in recent years an effective system of ensuring national security of the state in the field of migration for educational purposes has been formed. At the same time, in the final part it is noted that there are still gaps in the normative and legal regulation of educational migration, which prevent the formation of a holistic system of management in this area.
