Overcoming the shortage of local labor markets:
a stakeholder approach
Labor market shortages are a problem in many regions of Russia. In this study, the authors examine the interaction between educational institutions, potential employers, and public organizations as a means of mitigating labor shortages and finding compromise solutions in the region. Stakeholder theory served as the methodological framework for the study. The dataset was collected by the authors through surveys of schoolchildren, their parents, and students at colleges, technical schools, and universities in the Sverdlovsk region in November 2024. Differences in the opinions of high school students and their parents regarding career choices and types of employment were identified; the priority of career guidance activities involving direct interaction between educational institutions and businesses was determined; the interests and opportunities for participation of various stakeholder groups in mitigating regional labor market shortages were systematized. The results of the study suggest that involving non-profit organizations representing the interests of employers and parents in the labor market could bring the various parties' positions closer together. This could be achieved by introducing new formats of interaction that target audiences can understand and by establishing special communication aimed at overcoming existing imbalances in the labor market.
