Participatory budgeting for citizens of pre-retirement and retirement age: theory and methodology

This study focuses on developing a theoretical and methodological framework for engaging people of pre-retirement and retirement age in participatory budgeting processes. Its relevance stems from population aging and the need for effective tools to integrate the older generation, who face risks of social isolation, into socio-economic life. The scientific problem is the lack of systematic approaches and adapted methods for this group's involvement in budget allocation. The aim is to develop a conceptual model and practical mechanisms for engaging older individuals in participatory budgeting. The methodology employs a mixed approach, including qualitative analysis of project case studies, document content analysis, and informal expert consultations in Russian regions. The study identifies key social effects: reduced social isolation, formation of intergenerational connections, and improved financial and budgetary literacy. The main scientific result is an original model for institutionalizing participatory budgeting for pre-retirees and pensioners, encompassing regulatory framework, educational activities, organizational and methodological preparation, practical implementation, and analytical support. The practical significance lies in the potential for authorities to use these mechanisms to shape social policies promoting active aging and civil society development. Future research prospects involve assessing long-term project effectiveness and adapting digital platforms for older audiences.
