Unification and diversity in the implementation of Russia's regional development strategy: problem statement and research program
Relevance. The Center for Sociology of Management and Social Technologies of the Institute of Sociology of the Federal Research Center of the Russian Academy of Sciences (hereinafter referred to as the Center) is working to fulfill the state assignment “Unification and Diversity in the Spatial Development of Russia (Socioeconomic and Sociocultural Processes)” by studying the potential for unification and diversity as methods of managing regional development, identifying the target orientation of unification and diversity within regional development management, and describing the management factors influencing the processes of unification and diversity in the regions. Research problem. In accordance with the work plan, the primary research problem was formulated, related to a critical analysis of existing management mechanisms for implementing social development strategies in the regions and the need to find new institutional (unifying) alternatives. Methods. The problem was formulated and the research program was prepared based on a review of current literature on the issue under study, an analysis of secondary data from the Center's sociological research, and an analysis of regulatory documentation, including regional socioeconomic development strategies. Research results. The fundamental elements of a research program for a given problem are presented – the main problem, object, subject, goal, and objectives of the study – and a basic hypothesis is formulated. Methodological foundations for determining the degree of unification and diversity within the framework of implementing the social development strategy in the regions are defined. Based on the chosen research framework, a system of indicators was developed that takes into account the specific features of studying unification and diversity, and the choice of specific methods for conducting the empirical study was substantiated. Conclusions. A preliminary analysis conducted as part of the research program preparation allowed us to identify a number of promising organizational and managerial mechanisms for implementing the regional development strategy. Subsequently, as part of the primary data collection and analysis phase, the validity of the selected mechanisms will be empirically verified. The results obtained can be used to assess the social impact of individual government projects and regional development programs, as well as to monitor the implementation of regional socioeconomic development strategies as a whole.
