Regional management in the context of overcoming the negative consequences of inequalities according to website content analysis
The article is dedicated to the research of various aspects of the region's management in the context of overcoming the negative consequences of social inequality. It has been proved that a necessary condition for the implementation of strategic documents, programs and initiatives will be the transfer of interaction between regional authorities and citizens mainly to the level of partnership and civic participation in management. The relevance of the study is due to the search for new knowledge regarding the sociological dimension of the work of the power-administrative vertical to overcome the negative consequences of inequalities in regions of different socio-cultural levels of modernization. The scientific problem is determined by the need to search for new knowledge regarding the sociological indicators of the work of the power-administrative vertical to improve the results of inequalities and the actual lack of an objective and comprehensive assessment of this work. The practical problem is determined by the contradiction between the need to create favorable environmental conditions for the inclusion of civil society of the regions in the discussion, evaluation, control over the implementation of strategic documents of regional development to improve manageability and insufficient interest of regional authorities in the formation of these conditions and constructive application of subjectivity of the population. The object of the investigation is the interaction of regional authorities with the population in the framework of the implementation of strategic initiatives, including those to reduce the consequences of social inequality. The subject of the investigation is the specifics of regional management in the context of overcoming the negative consequences of social inequalities, such as uncontrolled polarization of population incomes, the growth of social tension, social deprivation, etc. The empirical base was the results of a remote content analysis of twelve sites of regional governments on the interaction between the authorities and the population in terms of the implementation of strategic documents and initiatives, as well as Medialogy data on the mention of national projects in the Russian media. The results of the investigation demonstrated that the official websites of regional governments can act not just as a technical platform for interaction between the authorities and the population, but become agents of digitalization policy, the basis of sociotechnical interaction. However, in order to increase the controllability of the processes region in the context of overcoming the consequences of social inequality, it is necessary to interact with the population of the regional authorities at the levels of partnership and civil self-government. In fact, this is real interaction, in the process of which the solution of practical problems for the implementation of the strategic development of the region, overcoming the social consequences of inequality, etc. is carried out on the basis of partial delegation of authority, support for the initiative of the population. In a broader perspective, this may concern the adjustment of the regulatory framework, which ensures the operation of official websites, the assessment of the practice of making and implementing decisions for adjustment by public organizations, the formation of a system of public control. The study confirmed the key hypotheses about the insufficient implementation by the regional authorities of the modern potential of information and communication technologies and the insufficient mention by regional projects of the key document of regional development – the Strategy for the Socio-Economic Development of the Region. The same applies to the orientation of regional authorities more towards reporting to the center than towards developing solutions to overcome the negative consequences of inequalities with the participation of the population based on the realization of the feedback’s principle.
