Assessment of the level of innovative development of regions in the context of spatial interaction problems (based on the “insiders and outsiders” criteria)

The article presents the results of a sociological study of the problems of innovative development in 17 subjects of the Russian Federation. The article analyzes the specifics of the terms innovation policy, scientific and technological development in the modern scientific and political discourse. The author considers the specificity of the regional expert community assessment of the level of innovative development in regions with different levels of socio-cultural modernization. The article also assesses the barriers to the implementation of innovative projects based on the analysis of work at the regional level. The methodological feature of the qualitative analysis of the collected material is the application of the concept of division of citizens in the space of innovative social development into “insiders” and “outsiders” groups, developed by the domestic sociologist V. A. Yadov. The article attempts to identify identification criteria for groups “insiders” – “outsiders” (or “others”). To analyze the factors of dichotomous levels that can demonstrate the assessment and current level of innovative development of regions through qualitative data. The article describes dependence of the assessment of the level of innovative development of regions on a variety of factors, whether historical (socio-cultural), economic, natural features, etc. In any case, individuals and various social groups involved in the creation and development of innovative projects are in a kind of “social space” of interested interaction. The mechanisms of their interaction, the levels of communication, the level of modernization-all this is a “social problem” of the implementation of innovation policy.
