Zero-waste megacities in Russia: implementing an effective waste management scheme in Russia according to the expert survey on the example of Moscow and Kazan

The first part of the article highlights the main problems of social waste management in the megalopolises of the world; the principles that follow the global scientific community in sustainable urban development. Moscow and Kazan represent a strategic state interest within the framework of the Clean Country implementation project and are designated as megacities at a crucial stage in the development of waste management. The purpose of this article was to find out current problems in existing and planned territorial waste management schemes, for which official sources were analyzed on the structure of these city management systems, and an expert survey of 60 respondents (30 each in Kazan and in Moscow) was conducted, from different groups representing their interests (environmentalists, technologists, representatives of the public sector, business, NGOs, activists). The main conclusions of the article have  allowed to form the opinions of the expert community, which is directly involved in the creation of waste management policies, to identify their adjustments in the existing territorial waste management schemes.
