The other elements of the ethics policy include ethics committees, ethics advisers, officers, ethics training, ethics audit and others. In Lithuanian organizations of public administration, the fragmentation in developing the ethics policy has been seen. It is noted that the issues of ethics and dissemination of knowledge in preparing a complex approach in the development of ethical policy tend to be overlooked.</p></abstract><trans-abstract xml:lang="en"><p>The modeling and design of a code of ethics is considered to be the beginning of developing the ethics policy in organizations.
