Relevance. The topic of identity has recently been one of the most discussed among representatives of social and humanitarian knowledge. The search for new foundations, factors and conditions for the formation of identity is conditioned by both theoretical and applied tasks that have become relevant in the context of new geopolitical challenges, socio-political, economic and technological transformations. The purpose of the article is to substantiate the socio-technological approach to the formation of state-civil identity in modern conditions. A scientific problem. Despite the implementation of numerous events, proyects and programs aimed at shaping the state-civil identity of Russian youth, a significant part of young people are subject to spontaneous identity formation, which is fragmented, unstable, and contradictory. Methods. To achieve this goal, socio-psychological and sociological approaches to identity research were used. The conclusions are based on a set of empirical data, including national and regional sociological studies presented in publications in leading scientific journals; the results of research conducted with the direct participation of the authors, conducted by the sociological laboratory of the Central Russian Institute of Management. Scientific results. State-civil identity performs many complementary functions that ensure awareness of one's belonging to a particular civic community and create prerequisites for the implementation of certain behavioral practices. Identity as a complex phenomenon includes social, state-civil and global identity. Their formation occurs as a bidirectional process involving institutional regulation and compensatory self-regulatory practices. Conclusions. The socio-technological approach to the formation of state-civic identity is based on: constructive interaction between state institutions and civil society; integration of the efforts of the education system, the media space and public activity; the active, conscious-semantic, informal nature of involvement and participation in proyects / programs / events of Russian youth.
