Administratively, it is located in the north-east of the Kaluga Region, but is an integral part of the Moscow agglomeration. Scientific problem.&amp;nbsp;The discussion of the concept of &amp;ldquo;second-order agglomeration&amp;rdquo;&amp;nbsp;was provoked by the publication of the draft Concept of Spatial Development Strategy of the Russian Federation until 2025, where this term refers to agglomerations with a population of less than 1,000,000 people. The terminological confusion is analyzed, the role of second-order agglomeration in the process of spatial diffusion of innovations is demonstrated.&amp;nbsp;Methods.&amp;nbsp;The methodological basis of the study was made up of general scientific methods: the method of analyzing documents and statistical data in conjunction with the calculations of authors, observation and collection of facts from official sources, comparison and generalization, the method of system analysis.&amp;nbsp;Research results. It is shown that second order&amp;nbsp;agglomerations, along with the functions of logical centers, can be zones of advanced innovative development of regions and perform the functions of interaction between production, science and education in the process of spatial diffusion of innovations. The main channels for realizing the innovative potential of the Kaluga region (institutes of design and development, innovative projects, innovative agglomeration) in the process of transferring Moscow innovations, their density in the border regions are identified. The modern process of changing trends in human settlement and behavior in the space is substantiated, new institutions and mechanisms for the development of point development territories are analyzed. Conclusions. Currently, the process of diffusion of innovations leads to the formation of a zone of innovative activity of second-order agglomerations on the territory of the southwestern segment of the &amp;nbsp;Moscow agglomeration, at the intersection of &amp;ldquo;New Moscow&amp;rdquo;&amp;nbsp;and the northeast of the Kaluga region.</p></abstract><trans-abstract xml:lang="en"><p>Relevance.&amp;nbsp;The article is devoted to Obninsk-Borovsk agglomeration, which has a unique border position.
