The article presents the results of a study of the historical prerequisites for the emergence of the city management institute, as one of the forms of municipal management, and analyzes the content and experience of implementing managerial practices specific to this system abroad, in particular in the USA. The authors analyze the results of various sociological studies devoted to the comparison of the effectiveness of city management and the traditional system of municipal government and consider the prospects of the implementation of this form of municipal administration in Russian municipalities. Emphasis is placed on the fact that for the effective operation of this system, the Russian social reality must meet the requirements that determine the productive work of city management as an institution. These requirements are derived from a retrospective analysis of American management practices. The authors come to a conclusion that the city management institute can work effectively only in those countries that meet the fundamental requirements for its work: inviolability of private property, clear rules for state intervention in the life of citizens, as well as a high degree of civic participation of residents in the life of their city. It is alleged that the non-compliance of Russian municipalities with the above requirements will have a negative impact on the work of the city management institute.
