The article describes and structuring the most risks identified higher education system. The urgency of this problem is due to the need to adjust the course of the educational reform of social leveling position of socio-economic development of the country through the consolidation of inter-university experience and efforts to build the capacities of regions qualifying. The author makes a number of proposals to remedy the urgent deficiencies.
