Historical and cultural heritage is seen by the authors as the objects and phenomena of the material and spiritual culture of the peoples that have a special historical, artistic, aesthetic and scientific value for ensuring the social continuity of generations. Management of preservation of historical and cultural heritage is interpreted as a socio-cultural mechanism for preservation of historical and cultural heritage.

The article presents the results of a comprehensive study of the evaluation of the power-management vertical in 12 regions with different levels of socio-cultural modernization (according to N. I. Lapin), conducted by the Center for Sociology of Management and Social Technologies of FCTAS RAS (2015-2017). Describing the obtained results, the authors focus on the analysis of estimates by the population of the state of affairs in the field of preservation of historical and cultural heritage and estimates of activities of the authorities for preservation of historical and cultural heritage in each certain region.

The authors raise a number of important problems that need to be solved in the process of managing the preservation of historical and cultural heritage in Russia at the present time, and offer their solutions related to the organization of social participation (involvement) of the population in the development of territories, the use of technologies of socio-cultural design, and resources of local governments.
